As wildfires continue to threaten communities across Canada, the Government of Canada has launched new immigration support measures to assist individuals affected by these climate-driven emergencies. These temporary measures, effective from June 11 to November 30, 2025, reflect the federal government’s commitment to provide wildfire support measures helping both Canadian residents and temporary foreign nationals navigate the challenges caused by ongoing wildfires.
Who is Covered Under the New Measures?
The special measures, as announced by Minister Lena Metlege Diab of Immigration, Refugees and Citizenship Canada (IRCC), provide immigration-related relief for the following groups:
1. Canadian Citizens and Permanent Residents
Individuals whose Canadian passports, citizenship certificates, or permanent resident cards were lost, damaged, or rendered inaccessible due to the wildfires can now apply for free replacements. Those who already paid for replacements on or after April 1, 2025, can request a refund.
2. Temporary Residents in Canada
This includes international students, temporary foreign workers, and visitors who were directly impacted by wildfire emergencies. They can:

Replace lost or damaged status documents at no cost.

Apply to restore or extend their status, or renew their work or study permits free of charge.

Benefit from a waiver of the 90-day deadline to apply for restoration of status if impacted by the wildfires.
It is important to note that employer-specific work permit holders are not eligible to transition to open work permits under these wildfire-related measures.
Support for International Firefighters and Emergency Personnel
To expedite assistance during this national crisis, foreign emergency services personnel who are arriving in Canada to support firefighting efforts are now exempt from application and biometric fees.
This aligns with previous efforts in 2024, when nearly 800 foreign firefighters were deployed to help control Canada’s wildfire crisis. By reducing administrative burdens, Canada aims to accelerate their arrival and ensure swift operational deployment.
Validity and Application Period
All wildfire-related immigration measures are valid until November 30, 2025, allowing affected individuals and families sufficient time to recover and apply for replacements or extensions.
