The Ontario Immigrant Nominee Program (OINP) is introducing a new Employer Portal on July 2, 2025, marking a significant shift from the previous paper-based submission model to a secure and fully digital platform. This transition aims to streamline the Employer Job Offer application process and enhance transparency and efficiency for both employers and foreign workers seeking nomination under the OINP.
What’s Changing in the Application Process?
Previously, applicants were responsible for uploading their employer’s Job Offer form during the Expression of Interest (EOI) process. However, with this new system:
-
Employers will now lead the application by initiating the process and submitting employment position details directly into the portal.
-
Applicants will then be able to register their EOIs after their employer completes the position registration.
This shift from an applicant-led to an employer-led model reflects the Ontario government’s ongoing efforts to simplify the immigration process and reduce administrative burden for businesses.
Key Features of the New Employer Portal
The updated system incorporates feedback from stakeholders and includes several user-friendly upgrades:
-
My Ontario account integration for a unified digital experience
-
Online submission and tracking of employer applications
-
Direct communication between employers and OINP officers
-
Secure document upload and auto-filled fields to reduce errors and duplication
-
Role management, allowing businesses to add multiple users and authorized representatives
These updates are particularly relevant to employers hiring under the following OINP Employer Job Offer streams:
-
Foreign Worker stream
-
International Student stream
-
In-Demand Skills stream
Action Required: Re-register EOIs
To prepare for the new Employer Portal’s launch, several temporary disruptions and actions are necessary:
-
June 20–July 2, 2025: No new EOIs may be submitted under Employer Job Offer streams.
-
June 21–22, 2025: All existing EOIs under the impacted streams will be automatically withdrawn.
-
June 27–29, 2025: Full system outage across all OINP streams.
-
July 2, 2025: Portal launch. Employers must submit employment details before applicants can re-register EOIs.
Note: All new EOIs will be valid for 12 months and eligible for upcoming draws.
Why This Matters to Employers and Foreign Workers
This system overhaul offers more control to Canadian employers, particularly in sectors experiencing labour shortages. By streamlining document collection and simplifying communication, the Employer Portal is expected to accelerate decision-making and reduce processing times.
For foreign nationals and visa holders, working with a compliant employer becomes more important than ever, as applications will now depend on timely employer participation.
