Introduction

Ontario offers a unique immigration pathway for bilingual professionals through its French-Speaking Skilled Worker Stream under the Ontario Immigrant Nominee Program (OINP). Eligibility Criteria

To qualify for the Ontario French-Speaking Skilled Worker Stream, applicants must meet the following requirements:

  • Express Entry Profile: Have an active profile in the federal Express Entry system and qualify under either the Federal Skilled Worker Program (FSWP) or the Canadian Experience Class (CEC).​
  • Language Proficiency: Demonstrate a minimum Canadian Language Benchmark (CLB) level 7 in French and CLB 6 in English.​
  • Education: Possess a Canadian bachelor’s, master’s, or Ph.D. degree, or an equivalent foreign credential with an Educational Credential Assessment (ECA).​
  • Work Experience: Have at least one year of continuous full-time (or equivalent part-time) paid work experience in a National Occupational Classification (NOC) TEER category 0, 1, 2, or 3 occupation.​
  • Settlement Funds: Demonstrate sufficient funds to support themselves and their dependents upon settling in Ontario.​
  • Intent to Reside: Express a genuine intention to reside in Ontario.
  • Legal Status: If residing in Canada, have legal status (e.g., visitor record, study permit, or work permit) at the time of application.​

Application Process

  1. Create an Express Entry Profile: Ensure you meet the criteria for either the FSWP or CEC and indicate your interest in Ontario.​

  2. Receive a Notification of Interest (NOI): Ontario reviews Express Entry profiles and issues NOIs to candidates who meet the stream’s criteria.​

  3. Apply to the OINP: Upon receiving an NOI, submit an online application to the OINP within 45 calendar days.​

  4. Obtain a Provincial Nomination: If your application is successful, you’ll receive a nomination certificate from Ontario.​

  5. Apply for Permanent Residency: With the provincial nomination, you’ll receive an additional 600 CRS points, effectively guaranteeing an Invitation to Apply (ITA) for permanent residency through the federal Express Entry system.​
