Canada has introduced new work permit options for eligible professionals from the United Kingdom.
The Comprehensive and Progressive Agreement for Trans-Pacific Partnership now applies between Canada and the UK. The change took effect on September 1, 2026.
Canada announced its ratification on July 3, 2026. However, the immigration provisions became available on the September effective date.
What Changed on September 1, 2026?
IRCC updated its International Mobility Program instructions to include eligible UK citizens under the CPTPP.
The agreement includes pathways for certain professionals and technicians. These pathways may allow a Canadian employer to hire an eligible UK citizen without a Labour Market Impact Assessment.
This is known as an LMIA exemption.
However, an LMIA exemption does not remove the need for a work permit. Most applicants still need an employer-specific work permit.

Who May Qualify as a CPTPP Professional?
A UK citizen may qualify if the position meets the CPTPP requirements.
Applicants will generally need:
- A genuine job offer or service contract
- An occupation covered by the agreement
- The required education and work experience
- Any licence needed for a regulated profession
- Proof that they meet the requirements of the position
Not every professional job qualifies. The job title alone does not determine eligibility.
IRCC will examine the applicant’s duties, qualifications and employment arrangement.
Does the Employer Need an LMIA?
An eligible CPTPP application does not require an LMIA.
The application is processed through the International Mobility Program. This program allows employers to hire certain foreign workers without an LMIA.
The employer will normally need to:
- Submit the job offer through the Employer Portal.
- Choose the correct exemption category.
- Pay the employer compliance fee, unless exempt.
- Give the offer number to the worker.
- Maintain records showing compliance with the job offer.

Does CPTPP Replace the Canada-UK Trade Agreement?
No.
The Canada-UK Trade Continuity Agreement remains in effect. The CPTPP creates an additional option.
An employer or worker may need to compare both agreements. One agreement may better fit the person’s occupation or proposed employment.

- Assuming every UK professional qualifies
- Selecting an incorrect LMIA exemption code

A refusal can delay the employee’s arrival. It can also affect the employer’s hiring plans.
