Canada Study Permit Processing in 2025 : Provincial Attestation Letters Required

On December 23, 2024, Immigration, Refugees and Citizenship Canada (IRCC) issued new Ministerial Instructions under the Immigration and Refugee Protection Act, introducing significant changes to the processing of study permit applications for the year 2025. These updates, published in the Canada Gazette, aim to enhance the immigration process and ensure equitable allocation of resources among provinces and territories.

Here’s an overview of the changes and what they mean for applicants:

Provincial and Territorial Attestation Letters Required

Starting January 22, 2025, at 12:00 AM EST, study permit applications must include a provincial or territorial attestation letter. This letter must confirm that the applicant has a spot within the provincial or territorial allocation and must include the applicant’s full name, date of birth, and address.

Applications submitted without the required attestation letter will not be processed, and any associated fees will be refunded.

Application Caps for 2025

To manage processing capacity and prevent backlogs, IRCC has implemented specific caps on study permit applications:

  • Between January 1, 2025, and January 21, 2025: Applications will be processed under the cap established in the previous Ministerial Instructions (MI79).
  • Between January 22, 2025, and December 31, 2025: A maximum of 550,162 applications will be accepted for processing.

Certain categories of applications, such as those for exchange students, primary or secondary school students, and recipients of specific scholarships, are exempt from the cap.

Transitional Provisions

Applications submitted before January 22, 2025, but still under review, will follow the Ministerial Instructions applicable at the time of submission. Any applications submitted after the cap is reached will not be processed.
